What Is Taking So Long, NCAA?

Can anyone explain to me what is taking so long for the NCAA to rule on USC’s appeal of the sanctions placed on them? The formal hearing was on 1/22. We are now in April, and no decision has been reached. Has anyone heard why, or have an explanation for this?
I have heard rumors that the delay is because the NCAA is determining what to do about the Ohio State situation. My response to that is that they are two separate and different incidents, and that comparisons as to which was worse really should not have anything to do with rendering a decision on USC. I have also heard rumors that there is a split amongst the three man panel that heard the case, and that split has not been resolved.
The longer it takes the NCAA to issue a ruling, one way or another, the worse they are going to look. Certainly the NCAA should be able to reach a decision in 60 days. It has been much longer than that now. If it takes this long to render a decision on the USC appeal, how long will it take the NCAA to render a decision about Tressel and Ohio State? It is really time for the NCAA to get off their tails and issue a ruling, one way or the other.
