Chet pretty much hit it on the head with the first part of his post, IMO. Tywin just doesn't like his son. I think they said it somewhere this season... when they were kids, Jaime was brought up to be the future Lord of Casterly Rock and Tyrion was put in charge of cleaning the gutters. And, while this isn't spelled out in the books, I think that Tywin knows how smart Tyrion is and he sees him as a threat.
